The planes came back first
In February 2026 the sky closed. Abu Dhabi held about two-thirds occupancy. Dubai touched the low twenties. The aircraft returned before the tourists did. The rate is the part that is still late.

In February 2026 the airspace shut. The Office's dossier is about what the hotels did, not about the politics, and so is this page. Abu Dhabi was the defensive market in the emirates. Occupancy held near two-thirds at the bottom. Dubai touched the low twenties. Government travel, the museums and the GCC weekend never fully left the capital. Saadiyat, as the leisure flag of that capital, is the part now leading the recovery: occupancy back at the pre-shock level going into the festive season, the rate still negotiating.
The planes came back first. That is the confidence lag the Office filed as its own report: seats restored faster than the people willing to sit in them. European winter sun is the evidence — about eighty-five percent of the old lift, not the old lift. A guest who reads 'recovery' as 'the price is back' is reading the aircraft, not the folio. The folio is the ten to fifteen percent. It is also the thing that expires.
What the floor does not promise
A market that fell less is not a market that cannot fall. The Office calls the risk a concentration: one landlord, one story about culture, one long-haul lever. February showed the floor. It was defensive. It was not immunity. The ceiling, from here, is not another shock. It is the Guggenheim, which reprices every flag when it opens, and the 2028 hotels that arrive beside it. Between those two facts is this winter. Occupancy has already come home. The rate has not. That is the only sentence in the dossier a traveller needs.

The last line
The desk can ask. It cannot invent a door.
Where the house is open, that is the official rate and the privileges that house actually honours. Where it is not open, the answer is that it is not open. Miles and status are not a promise on a project with no reservations.
