Reports

The city is not cheap. It is briefly negotiable.

Nineteen point five nine million visitors in 2025, occupancy at eighty percent, then a week in March at 22.8. The discount is real. It is not printed on the door, and it does not survive Christmas.

The city is not cheap. In 2025 it took 19.59 million international visitors, a third record year. Full-year occupancy was 80.7 percent. The trailing average rate was a hundred and ninety-three dollars, the highest in the emirates, and RevPAR a hundred and fifty-four, still above the pandemic and with December 2025 the strongest December since 2006. January 2026 opened near eighty-six percent. Then the sky changed. In the week ending the fourteenth of March, occupancy was 22.8 percent. Cancellations hit sixty percent inside forty-eight hours. Hotels reported nights near twenty percent. That is not a low season. It is a market that stopped.

The Office prints both a nine percent and a five percent gain on the same 19.59 million. We will not choose the prettier one. The number that does not move is the headcount, and the number that matters now is the week at twenty-three. By Eid in April the city was back near fifty percent. A later reading in the brief shows a recovery toward eighty-two. The brief itself is dated the twenty-seventh of July. On the fourteenth of July, operators were already telling the trade press that Britain, Russia and the CIS were booking again, and that Al Habtoor expected the fourth quarter at 2025's occupancy. The window the Office offered the luxury guest has a closing date. The closing date is the festive season.

What a hundred and ninety-three dollars is not

A hundred and ninety-three dollars is the city's average, across 152,131 rooms in 818 properties. It is not Atlantis The Royal and it is not Bulgari, which the Office files from about seven hundred. It is not Al Maha or Bab Al Shams, from about four hundred and fifty. One hundred and seventy-three five-star hotels hold about fifty-six thousand rooms — every third room in the city, up from about forty-three thousand in 2019. You can be in a five-star house here without being in the house you meant. Name the shelf. Then buy the week that is still negotiable, and buy it flexible. This number goes out in the last days of October. The late-booking window the Office set for August through October is the one you are standing in.

The market isn't weak. The market is traumatised.

The last line

The desk can ask. It cannot invent a door.

Where the house is open, that is the official rate and the privileges that house actually honours. Where it is not open, the answer is that it is not open. Miles and status are not a promise on a project with no reservations.
