The rate on the door is a costume
At twenty percent occupancy a hotel does not cut the public rate. It closes a floor, then offers a fourth night, a credit, a transfer, a child, an upgrade. The discount is real. It is embarrassed.

Luxury hides a discount because a cut rate becomes the new rate. At the occupancies of March a hotel closes floors, shuts a restaurant, delays a renovation, thins the staff — and keeps the number on the door. The concession is delivered beside it. A fourth night. A resort credit. Half board. A transfer. An upgrade. A child who does not pay. A cancellation term that would have been refused in January. A rate an agent can see and the website cannot. The Office's line is exact: Dubai is not cheap. Dubai is temporarily negotiable.
Compare the two prices or you will congratulate yourself for paying the costume. The public rate is the one that will be restored the week confidence returns, and the trade was already talking about that week in July. A perk that is still on the table in late October is the remainder of the first window, not a new law of the city. When the fourth night disappears, the negotiation is over, even if the door never moved. For the festive categories the door was never in the conversation. Pay it, or go in November.

The last line
The desk can ask. It cannot invent a door.
Where the house is open, that is the official rate and the privileges that house actually honours. Where it is not open, the answer is that it is not open. Miles and status are not a promise on a project with no reservations.
