The tombs came first
Hegra was UNESCO in 2008. The Royal Commission arrived in 2017. Nine years is the whole argument: the product is new, the place is not, and the place does not belong to the product.

Saudi Arabia's first UNESCO site is Hegra, inscribed in 2008: one hundred and eleven monumental tombs, most of them decorated, the largest Nabataean city preserved south of Petra, and the wells and channels that kept a trading town alive on the incense road. The Royal Commission for AlUla was established in July 2017. Nine years separate the inscription from the institution. Anyone who speaks of AlUla as a project built from nothing is describing the hotels. They are not describing the cliff.
Journey Through Time, the masterplan associated with AlMadani's years, lines the historical core into five districts — the Old Town, Dadan, Jabal Ikmah, the Nabataean horizon, Hegra — and ties them with a Wadi of Hospitality. That is town planning. Dadan and the Lihyanite layers, the Islamic and Ottoman fabric, the inscriptions, were already there. The Library is plain that ancient history is not an executive's work. A plan can decide where the tent sits. It cannot decide that the tomb exists.
Why the order matters to a booking
The Red Sea skipped the village. AlUla did the reverse: the village, the tombs and the railway station were here, and the visitor economy was built around them, late and on purpose. The cap on Hegra is not a marketing idea about scarcity. It is a site that cannot be walked as a lobby. Ticketed slots are the conservation method. The thousand keys and the three hundred and twenty thousand guests are a second scarcity, commercial, laid on top of the first. Do not confuse them. You can be turned away from a villa because December is full, and still be turned away from the cliff because you did not buy the morning.
A masterplan can organise five districts. It cannot author a tomb.
Go for the cliff at dawn, the town at night, and a house that admits which of the two it is near. Leave Sharaan until someone has slept in it. The drawing is allowed to take its time. The tombs are not waiting on it.

The last line
The desk can ask. It cannot invent a door.
Where the house is open, that is the official rate and the privileges that house actually honours. Where it is not open, the answer is that it is not open. Miles and status are not a promise on a project with no reservations.
